Hmmmm I actually adamantly disagree with this. If you count the time since the start of Book 1, when she was 10, it is likely she has turned 12 by the time of her anointment as a master.
Book 1 lasted several months, let’s say half a year. That was from autumn to winter. Given that Jinora is an Airbender, she may very well have been born during her elemental season of autumn. She could have turned 11 during Book 1 for all we know! Nonetheless, even if she didn’t, there is a half a year between Books 1 and 2. Then Book 2 lasts for several months, followed by a two week interim between Books, and another month- or multiple-month-long season.
Finally, let’s account that Tenzin is fully healed by the time of Jinora’s ceremony. That gives us at least three weeks to more than a month elapse of time between when Jinora saved Korra from Zaheer and when she receives her tattoos.
In what amounts to just under 2 years, I think it highly unlikely that she hasn’t turned two full years older.
Besides, I thought it was intentionally poetic that she was, you know, likely 12 by the time of her tattooing so that she could be the SAME AGE AS AANG and share in his legacy all the more!

The title is (hopefully) provoking on purpose, but I can’t help pondering what 13 years incarcerated under awful conditions did to the members of the Red Lotus mentally, and how we might see this in their characters despite not knowing them as they were before.
